Several protocols have been developed for cross-organisational user authentication and authorisation (Shibboleth, PAPI, Athens, FEIDE etc). The protocols are typically intended for protecting resources on www. There is also significant interest on roaming access to network using access controller with web user interface and RADIUS protocol.

We combined the two and replaced the RADIUS based hierarchy by Shibboleth. Our access controller is a Shibboleth target, redirecting the user to her home institution for authentication. As a result, the user's password is only visible to her home institution, making trust establishment easier. The network access control decision can also be based on the attributes provided by the home institution.
